29 September 2003 -- The Third Regular Session of the 12th Congress has now less than a hundred session days (6 October 2003 to 11 June 2004) to act on certified urgent measures including the: r ationalization of Judiciary compensation, farmland as collateral, Transco franchise, rationalization of documentray stamp tax, securitization Act, Department of Housing and Urban Development Act, tax incentives on capital equipment and alternative dispute resolution.
